When you create a case as a customer, you fill out the details. Once submitted, you can't see or edit the details. Why would the person who originally creates them, not be able to see them. I don't think they should be able to add to them like an advisor can, but either it should show up for the customer/tech to see, or auto populate into the chat for them to reference later. My only experience with it is on a ticket with the ExpertConnect team, but I know if I was a tech it would bug the hell out of me to not see what I originally posted.
